What the US Could Learn From Australia’s Retirement Savings System
Australia’s employer-funded savings system is routinely cited as a model the US should emulate.
James Locke is a head of government affairs, US, for Morningstar, Inc. He covers federal legislative and regulatory advocacy, with expertise in financial services, tax policy, and securities regulation.
Before joining Morningstar in 2025, Locke served as Director of Federal Government Affairs at The American Retirement Association, where he led advocacy campaigns and cultivated relationships with key congressional committees. Prior to that, he spent four years as Director of Legislative Affairs at the U.S. Chamber's Institute for Legal Reform, representing financial services members before lawmakers and regulators. Locke also served as Legislative Counsel to Congressman Scott DesJarlais, where he advised on financial services, tax, and oversight matters.
Locke holds a Bachelor of Arts in English from Vanderbilt University and a Juris Doctor from Catholic University of America, Columbus School of Law, where he concentrated in securities regulation. He is admitted to the Maryland State Bar.
