Homebuilder Stocks Rise on Bipartisan Housing Bill, Despite Trump Canceling Signing

Shares of homebuilding companies were up on Wednesday after the passage of a bipartisan housing bill through both chambers of Congress, even as it was uncertain whether President Trump would sign the legislation into law.
Shares of KB Home were up 18% to $62.18 in Wednesday afternoon trading. Lennar shares rose 6.8% to $93.31, while NVR rose 6.2% to $6,787.46 and Toll Brothers gained 7.5% to $162.27. D.R. Horton stock was up 7.3% at $167.39 and Pultegroup shares climbed 8.8% to $137.68.
The market optimism remained even after Trump abruptly called off a signing ceremony slated for Wednesday at noon, saying he would refuse to take action until Congress passes the SAVE America Act, a bill which tightens nationwide voting rules.
It wasn't immediately clear what will happen to the housing bill, called the 21st Century ROAD to Housing Act. Though bills passed by Congress become law in around two weeks if they are not signed or vetoed by the president, the Republican majorities in Congress could also delay sending the bill to Trump's desk, The Wall Street Journal reported.
The bill contains provisions that aim to speed or lift restrictions on manufactured homes and other housing projects and tie federal funding for cities to their housing production, according to the Journal. The White House had supported the bill, and Trump in May urged Congress to pass it.
The bill was passed 358-32 in the House and 85-5 in the Senate.
