Consertus Expands Executive Leadership Team
Former Turner & Townsend and AECOM executives Mark Blumkin and Simon Kim tapped to lead East and West Divisions amid broader executive leadership alignment
Consertus, Inc., a portfolio company of RTC Partners, today announced an expansion of its executive leadership team across its global operations, appointing two industry veterans to lead its East and West divisions alongside a broader slate of executive promotions. Mark Blumkin and Simon Kim have joined the firm as Executive Vice Presidents and Managing Directors of the East and West divisions, respectively.
Across its regional operations, Consertus promoted Patrick Cotter (Central), Hector Rivera Rodriguez (Caribbean), and Luis Matos (Latin America) to Executive Vice Presidents and Managing Directors. They join Amer Jeambey, who was appointed in May 2026 to lead the firm's Middle East and North Africa division. Sreeni Malireddy and Vijay Mididaddi, co-founders of Intueor Consulting, a Consertus company, have been appointed Co-Executive Vice Presidents and Managing Directors of the Advisory division, and Randy Franklin has been named Executive Vice President and Managing Director of the Digital division.
"As capital programs grow increasingly complex and capital-intensive, our clients require leadership that combines deep regional knowledge with advanced digital and advisory capabilities," said Roy Block, Chief Executive Officer of Consertus. "Adding leaders of Mark and Simon's caliber to our East and West divisions, while elevating our proven internal leadership bench, positions Consertus to deliver unprecedented scale, technical rigor, and execution certainty for our clients."
Strengthening Regional Infrastructure Leadership
Blumkin joins Consertus to oversee operations across key Eastern U.S. markets. He brings more than 35 years of experience directing complex capital programs across infrastructure, healthcare, government, energy, water, and higher education. Most recently, Blumkin led his own strategic advisory and consulting practice, providing executive guidance on capital program delivery and organizational performance, following a senior leadership role at Turner & Townsend and executive leadership positions at Deloitte and PwC.
"The capital projects industry has relied on the same legacy consulting playbooks for decades. Consertus is taking a fundamentally different approach by embedding digital intelligence and real-time controls directly into program delivery," said Blumkin. "Joining a firm that is actively reshaping how the built world delivers major programs was an easy decision."
Kim joins Consertus to direct operations across Western U.S. markets, including California and the Pacific Northwest. He brings extensive engineering and construction leadership experience, particularly in transit and transportation infrastructure. Most recently, he served as Chief Executive Officer of Transit Systems Engineering, Inc. Earlier in his career, he held senior leadership positions with AECOM, HNTB, and COWI North America.
"With ongoing federal and local infrastructure investment, transit authorities and infrastructure owners across the West need partners who can transform legacy systems with modern delivery frameworks," said Kim. "Consertus has built an outstanding reputation in the region, and I am excited to work with our teams to expand our footprint and deliver major civic and transportation programs."
"Consertus continues to demonstrate the power of combining disciplined organic execution with world-class leadership recruitment," said Tony Brindisi, Co-Founder and Managing Partner of RTC Partners. "This leadership expansion reinforces our thesis that the built environment is ripe for tech-enabled disruption, and Consertus is positioned to lead the market."
