American Biosecurity Initiative Responds to Proposed Outbound Investment Rules
PR Newswire
WASHINGTON, Oct. 23, 2026
WASHINGTON, Oct. 23, 2026 /PRNewswire/ -- Yesterday, the U.S. Department of the Treasury proposed regulations implementing the Comprehensive Outbound Investment National Security (COINS) Act. The proposal would expand U.S. outbound investment restrictions to cover a broad range of biotechnology activities, including the development of pharmaceutical compounds, biological sequencing, bioinformatics, and biomanufacturing technologies. The proposed rules would prohibit certain U.S. investments in covered foreign entities engaged in these activities, including equity investments, certain financing arrangements, and joint ventures.
The American Biosecurity Initiative's executive director, Jennifer Crook, issued the following statement:
"America's leadership in biotechnology is essential to our national security, economic competitiveness, and ability to develop new medicines. Protecting sensitive technologies from foreign adversaries is important, and so is preserving America's ability to develop those technologies at home and ensure patients can access promising new treatments.
"Treasury's proposed restrictions on outbound biotechnology investment must address specific national security risks without unnecessarily discouraging investment, slowing innovation, or placing American companies at a competitive disadvantage. Maintaining America's biotechnology leadership must remain a central part of our national security strategy."
