Harbor Health Brings Care and Coverage Together in Houston with the Acquisition of Village Medical Clinics

27 Village Medical Houston clinics joining Harbor to become the care home for Harbor plans, which have no deductible; individual and family enrollment opens Nov. 1, alongside large employer plans across Texas
HOUSTON, Oct. 6, 2026 /PRNewswire/ -- Harbor Health, a Texas-based primary and specialty care clinic group and health insurance company, today announced it has signed an agreement to acquire 27 Village Medical clinics in Greater Houston, a well-established network with deep roots throughout the community. The acquisition brings Harbor to the largest city in Texas, weeks before Harbor individual and family plans become available to Houstonians for the first time.

Houston will become the fifth Texas market where Harbor both delivers care and provides coverage, joining Austin, Dallas, San Antonio and El Paso. When the transaction closes, expected at the end of the year, Harbor will operate nearly 70 clinics and more than double its number of physicians and advanced practice providers across the state. Financial terms were not disclosed.
"We started Harbor because we believe people deserve a better health care system and at the center of that is a company that is accountable for keeping you healthy," said Tony Miller, Harbor Health Co-Founder and CEO. "Village Medical Houston's clinicians have spent years changing how care is practiced. When we set out to build the best payvider in Texas, Houston was always central to it. Together, Houstonians have a new company that delivers their care, pays for it, and answers for both."
One company that delivers the care and pays for it
Members who choose a Harbor plan in Houston will have Village Medical Houston as their primary care home, with clinics serving Harris, Montgomery, Fort Bend and Brazoria counties. That is where a guided health journey begins. Harbor plans have no deductible, and when members start with a Harbor clinician and that clinician refers them to a specialist, the referred care is covered at $0. Because care and coverage are designed together, members are not left to sort out what is covered or where to go next.
Large employer plans are available now across 29 Texas counties, including Harris, Montgomery, Fort Bend and Brazoria in Greater Houston. Together, the 29 counties are home to more than 22 million Texans. Individual and family plans will be available on HealthCare.gov for 2027, with enrollment opening Nov. 1 in 13 of the 29 counties and coverage effective Jan. 1. Texas families and employers can learn more about Harbor plans at harborhealth.com.
"Making health care affordable is essential and that means having coverage that enables people to invest in health," said Dr. Clay Johnston, Harbor Health Co-Founder and Chief Innovation Officer. "When the people responsible for a person's health also help shape what their coverage pays for and when, it becomes easier for people to get the care we know works and to avoid waste."
What this means at Village Medical Houston
The Village Medical Houston clinics Harbor is acquiring will join the Harbor Health Insurance Company provider network and will continue to operate under the Village Medical name. Consumers who receive care at these clinics do not need to take any action, and the clinics will continue to accept the insurance plans they accept today.
"I grew up in Houston, and I spent nearly three years working at Village Medical, so I know many of these clinicians and care teams and the quality of care they deliver," said Erin Page, Harbor Health President and Chief Operating Officer. "Harbor was built around clinicians, and adding this team makes us stronger. To everyone joining us: welcome. We are excited to build with you."
For Houston brokers and employers
Large employer plans are available now to Houston-area employers, and individual and family enrollment opens Nov. 1.
