Road-Repair Company Colas to Divest Sites in Suit-Kote Deal Settlement, States Say

By Josh Beckerman

Road-builder Colas, a unit of French conglomerate Bouygues Group, will divest four New York and Pennsylvania facilities in connection with state settlements related to the purchase of Suit-Kote.

Colas said in August 2025 that the deal for the Cortland, N.Y., liquid asphalt company was more than $450 million. It said Suit-Kote's revenue was about $500 million.

New York Attorney General Letitia James and Pennsylvania Attorney General Dave Sunday said the transaction would have reduced competition. James said that for several counties, Colas and Suit-Kote were often the only two regular bidders for repair services.

Suit-Kote's New York facilities in Belmont, Buffalo and Jamestown and a Colas facility in Bloomsburg, P.A., will be divested, Sunday said. The companies will invest up to $6.5 million to build out the Bloomsburg facility and up to $3.5 million for the Belmont facility, Sunday said.
