China Vows to Invest More in Expanding AI Across Economy

By Chuqin Jiang

China pledged targeted efforts and new investment in expanding the application of artificial intelligence across its economy, aiming to boost self-sufficiency in key sectors like chips and quantum computing.

China's goal is to increase research-and-development spending by an average rate of 7% each year through 2030, according to a five-year plan presented to lawmakers for review Thursday.

Last year, the country's total R&D expenditure rose more than 8% to around $565 billion.

Beijing will also form task forces aimed at achieving breakthroughs in key technology sectors such as semiconductor and high-end machinery, Premier Li Qiang told lawmakers. Such groups will be led by the country's technology champions and include state-backed labs.

Li said China has been in a "world-leading position" in the research and application of AI, biomedicine, robotics and quantum technology, and has made breakthroughs in homegrown chips.

One of the priorities this year was to accelerate the adoption of AI in key industries and develop open-source AI ecosystems, Li said.

He added that China planned to invest in large-scale AI computing clusters and power infrastructure, part of an effort to develop a "national cloud" to meet rising demand for AI.
