Treasury Proposes Stablecoin Customer ID, Anti-Money-Laundering Rules Under GENIUS Act

The Treasury Department's Financial Crimes Enforcement Network and four federal banking regulators proposed rules Thursday to implement customer identification and anti-money-laundering requirements for payment stablecoin issuers under the GENIUS Act.

The proposal would require permitted payment stablecoin issuers to establish customer identification programs that verify customers' identities, maintain records, screen against government terrorist lists, and provide notice to customers when collecting identification information.

FinCEN separately proposed a rule to implement additional anti-money-laundering obligations for stablecoin issuers as required under the GENIUS Act. Public comments will be accepted for 60 days after the proposal is published in the Federal Register.
